We are also getting pressure from our constituents who have benefited from those contracts and have not been paid. It is a painful thing during these difficult times if you have your money tied somewhere. However, we have to make sure that things are done properly for posterity, so that we do not just address short-term issues and getting into deeper problems. Mr. Temporary Speaker, Sir, the second generation formulae by Commission on Revenue Allocation (CRA) was passed by Parliament in June 2016 which identified 34 counties covering 7,131 sub locations in 107 constituencies. If my memory serves me right, ...

28 Sep 2021 in Senate:
Thank you, Mr. Temporary Speaker, Sir. Now I will try to summarise on the issue of the administration of the fund. That is where I have issues. The Equalisation Fund Advisory Board at the national level is clearly stated where the Senate, National Assembly, Council of Governors (CoG), and Principal Secretaries (PSs) for the Ministry of National Treasury and Ministry of Devolution and ASALs have a representative. I will leave my comments at that, waiting for the assurance from the Chairperson if that amendment will be assured so that we can support it. If not, then we cannot start a process which we cannot control at the end. Mr. Temporary Speaker, Sir, thank you.

23 Sep 2021 in Senate:
Thank you, Madam Deputy Speaker. I would like to support this Censure Motion that was brought by the Minority Leader. First of all, the content of the Motion is very clear. The issue of rising fuel prices and electricity bills is very real and has affected Kenyans of all walks of life. The issue is in public domain. As the representatives of the citizens, this House decided to call the two Cabinet Secretaries to come and explain because they are the ones who are in charge of this docket. It was very clear that the Speaker of the Senate had ...
