It is very clear that the whole essence of devolution is to devolve service delivery to the lowest level part of which is legislation that is being done by the county assemblies. As the Constitution has clearly stated, for the county assemblies to legislate as stated in Article 199 of the Constitution, it does not take effect until it is published in the county and National Government gazette.
