  • 28 Jul 2021 in Senate: that once this Bill is passed, the counties can operate smoothly without having to come to Nairobi to queue for publication services. Mr. Speaker, Sir, the only thing that I would like the sponsor of the Bill to look into is the issue of having that office under a CEC because that make it prone to manipulation by the Governor. Because the Governor may sometimes be an interested party, the county printer needs to have some independence. I have also seen that the recruitment of officers to work in the county printers will be done by the county public service ... view
  • 22 Jul 2021 in Senate: Thank you, Madam Temporary Speaker. I thank Sen. Kwamboka for coming up with this amendment to the Basic Education Act. Without repeating what my colleagues have said, this is an important amendment because it will improve the nutritional value of food to our children. It is important for growing up and even for mental development. From experience, it has also been said that it could be a reintroduction of primary school milk which was there before. Its importance cannot be overemphasized especially in the pastoralist communities, where at an early age, families decide whether you will go to school or ... view

  • 13 Jul 2021 in Senate: Thank you, Madam Deputy Speaker, for giving me this opportunity. I would like to thank Sen. (Dr.) Zani for coming up with important amendments to the Parliamentary Powers and Privileges Act. For some time, as committees, we have been making recommendations, especially sitting in CPAIC sometimes we even ask Government organizations like the EACC to take up some issues, DCI to do investigations in our reports which we table in this House but it ends there. I support this amendment because it gives very clear procedures and very clear timelines. Sometimes we make recommendations here but because there is nothing, ... view
  • 7 Jul 2021 in Senate: Thank you, Madam Temporary Speaker. I would like to thank Sen. Halake for this Statement on the issue of roads because we are an agricultural country, and these are some of the most productive parts of the country. Sometimes it is difficult to understand how the improvement and upgrading of roads is done in this country. It is better if we can have a detailed answer in terms of what plans we have to make sure that we provide access to all the productive parts of this country. • 7 Jul 2021 in Senate: good road, you cannot be in a position to take the produce to the market. A road is a very important piece of infrastructure when it comes to development, and we need to have a very clear policy on this. In their answer, we can also ask the relevant Committee to give us a clear policy on how the road networks of this country are developed. The productive parts and other parts should be linked, so that we can get produce from the farms to the market. We must have a very clear policy. view

  • 6 Jul 2021 in Senate: Madam Temporary Speaker, I thank Sen. Khaniri for bringing up this issue of national concern. COVID-19 pandemic has been around for some time now and it is affecting the whole world. The developed world has come up with ways of responding to it so that people can go back to their normal lives and that is the responsibility of every Government. At the beginning when it started, there were some measures to cushion the members of the public through tax exemption and all that, but it was reinstated. The view
