I would like to support this Bill with amendments made by the Chairperson of the Committee on Finance, Commerce and Budget and because of reasons which have already been elucidated by my colleagues.   • 14 Apr 2020 in Senate: Lastly, on the issue of Equalization Fund, it is the 10th year while it had a time period of 20 years. We have already lost 10 years and that money has not been used. Where is that money? Is it being kept somewhere or misappropriated and allocated to coronavirus? The other day I heard the President instruct the Cabinet Secretary (CS) for National Treasury to appropriate the monies for counties meant for transport. The CS has no authority to go to the budget of counties. view

Mr. Speaker, Sir, the best way to manage any epidemic when it occurs anywhere is for those who are there to stay put and nobody else goes there until it is sorted out. I thought that was what the Government of Kenya spokesperson, Col. Oguna said; that it was better for the Kenyan students to stay in Wuhan, so that they do not come and spread it here in the event that they are infected.   • 27 Feb 2020 in Senate: If we allow somebody to come in, we will not tell them stay at the airport. They will go to do their business anywhere in this country; God forbid if any of them is infected and it spreads in any part of this country. Before we discover what is going on, we will have lost a bigger part of our population because of that kind of reckless and careless decision making. When we are not prepared, then we should not take risks. That is what we are doing. I will urge the Committee to move fast. view
