  • 17 Sep 2019 in Senate: heard the case by the Council of Governors (CoG) seeking opinion on the same. The Chief Justice instructed that the mediated version of the Bill be deposited in the Supreme Court. Which version will be deposited in this case? view
  • 17 Sep 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir. I would like to support the County Allocation of Revenue Bill. First, I would like to bring to the attention of the House on what Sen. M. Kajwang‘ said on the issue of the Roads Bill. I would like to update the House that the Bill failed at the mediation level. So we do not have a Roads Bill. On the issue of the County Allocation of Revenue Bill, the reason as Senators we have been insisting that the allocation to the counties should be increased can now be seen clearly in this Bill. ... view

  • 12 Sep 2019 in Senate: Thank you, Mr. Speaker, Sir. I thank Sen. Wambua for bringing up this issue of insecurity that mainly affects pastoral communities. In his case, it is pastoral community against settled farming communities. I join my colleagues in urging the State Department for Security to make sure that they look at how the security policy of this country is handled. In the vast pastoral areas, there is distance between the populations. Therefore, it has been difficult for the Government to have effective policing in those areas. With time, they have introduced the former Kenya Police Reservists (KPRs) to assist the police ... view
  • 10 Sep 2019 in Senate: Mr. Speaker, Sir, I am the Vice Chairperson of the Committee and I thank Sen. Shiyonga for the Statement she sought. We may have constructed our roads without taking all that into account. However, as we develop, we have to see how the relevant authorities need to incorporate safety factors into the designs in terms of cycle lanes, pedestrian walkways and crossings and also how footbridges can be friendly to PWDs. They should be provided not only with the stairs, but also ramps as it has been done on most roads and buildings. This is an important Statement and we ... view
  • 6 Aug 2019 in Senate: Thank you, Madam Temporary Speaker. I support this Bill from the outset. For the benefit of our future generations and also to recognise our past and current leaders who are contributing to the progress of the community in a positive way, we need to have a way of recognizing them. This is because it is human nature that once they are recognised, there is that possibility that they will put in more effort and others will also emulate them. view

  • 6 Aug 2019 in Senate: The sponsor of the Bill has looked into the issue of induction to the hall of fame. The Bill is inclusive in the sense that in Clause 14(8), it allows county assemblies to domesticate this Bill and identify issues, which they think are important for one to be recognised in that particular county. As has been said by my colleagues, different counties have different issues when they consider this issue of somebody who is exemplary and can be emulated by people from that county or the country in general. For example, in Marsabit County, we have different communities and our ... view
