The sponsor of the Bill has looked into the issue of induction to the hall of fame. The Bill is inclusive in the sense that in Clause 14(8), it allows county assemblies to domesticate this Bill and identify issues, which they think are important for one to be recognised in that particular county. Madam Temporary Speaker, in Loiyangalani on the shores of Lake Turkana, we have had different warring communities. These are the El Molo, Rendille, Turkana and Samburu. They decided to come together and form groups that actually practice and portray each other’s culture, so that they all understand each other. For example, there is a women’s group called the El Molo, Samburu, Rendille and Turkana ( ELMOSARETU ) that has been doing that. Those kind of people can be recognised because they are doing something which, if taken further, will bring that county together and make the people of that county understand each other and move forward in development, instead of warring every time over the issue of pasture, water and boundaries.

It has now been expanded to include the whole county. I know that they have been to France and India this year. I think they will be going to Turkey this month to display the culture of that community, but the main issue is cohesion. As my colleagues, I also have an issue with the responsibility given to the governor. Of course, there must be somebody to make decisions after the community has gone through. We also have to look at the powers given to the governor and see how they can be checked. However, if public participation is strengthened and the county assembly makes robust laws, it can be taken care of. At the end of the day, we will knock out the governor and the question will be: Who will be doing that? At the national level, it is the President. So, by ...

Mr. Temporary Speaker, Sir, I support this Procedural Motion to reduce the publication period for the Senate Division of Revenue Bill. As elected leaders at whatever level, we must acknowledge that we owe our first responsibility to the people of Kenya at whatever level.
