August is normally a dry month and most of the pastoralists move to areas where they cannot be accessed.   • 16 Jul 2019 in Senate: Mr. Temporary Speaker, Sir, I would like to support the Report by the Mediation Committee because most of the amendments by the Senate were accepted by Members of the National Assembly, except for a few cases like the Title where they insisted to have it the way it was. The rationale behind having amendments to various land laws is because we have been having compulsory acquisition of land for infrastructural development.   • 16 Jul 2019 in Senate: An acre of land could be valued at Kshs900,000 but another valuer could value the same land at Kshs30 million. Using the same parameters, you cannot get that kind of variation in the same year. So, there is need to have some way of calculating the values. I hope once the Bill is assented to, there will be some order because many Kenyans are suffering because the relevant commission could not come up with acceptable land values. We, as Pastoralists, believe that the way we are using land is the best way to use it. We do not have to construct structures on it to indicate that we have developed it.   • 10 Jul 2019 in Senate: Madam Temporary Speaker, I support the ban on logging because we have a forest cover level to meet. This statement is under Standing Order No.47. If you commit it to a Committee, there are issues that we need to look into. We have several forests in Marsabit County. A group of women used to depend on the Mt. Marsabit Forest not for logging, but to collect the dead wood for firewood and to earn a livelihood. When this ban was introduced, the forest was fenced off and nobody has access to it. This is where the CS was trying to completely avoid answering questions. Sen. Wetangula and I have looked at whatever answers that they gave. I commend the Chairperson for saying that there might have been some loss and that needs to be investigated further. view

Much as this is an Authority that has been mandated to deal with the supplies of drugs and other medical equipment to all health facilities, there is need to understand that there is devolution, and health is a devolved function. The facilities other than the ones which are referral facilities under the national Government are under the county governments.   • 18 Jun 2019 in Senate: I do not get the direct connection between KEMSA and health facilities. I thought that it is the county governments that procure. This is tricky because the county governments have to receive and make sure that what they receive is what they have ordered for, and then pay for it. If there is that direct connection between KEMSA and health facilities, the county governments, which are the procuring entities, might not be in a position to certify that what they are paying for is what they requisitioned for and supplied.
