From there, it is for the executive to determine which projects the amount of money can fund. For example, members of the public are not expert to know the cost of constructing a borehole or a dispensary which might be their priorities. Clause12 (3) gives room for continuity. It states that:- “Where- (a) a project is to be carried out for a period of more than one financial year; and (b) the financial obligations relating to the project exist for the subsequent year, the County Executive Committee (CEC) Member shall seek the approval of the county assembly for the appropriation of monies in the subsequent financial year during which the project is to be undertaken for the completion of that project”. Madam Temporary Speaker, the other part is reporting and oversight which gives the county assembly, so to speak, the power to make sure that the executive complies with this law. I am saying this taking into account that currently the county assembly has limited leeway in terms of changing the budgets of the executive. They can only change, if I am not wrong, 1 per cent. Thank you, Mr. Deputy Speaker, Sir. I would like to thank Sen. Khaniri for bringing up this issue of birth certificates. When the Government decided that the birth certificates are a requirement for registration for examinations, they should have also made sure that those birth certificates are made easily available. My county is largest in this country, and the farthest point, Ileret, is about 600 kilometres from Marsabit. Thank you, Madam Temporary Speaker, I would like to thank Sen. Wetangula form bringing up this issue. I would like to join my colleagues who said that this is actually not a hunger issue but a moral issue. We know very well we are in times of climate change where we have to actually monitor our climate seriously; that is why we have the National Drought Management Authority (NDMA) doing that. I know at the counties they have county steering groups where NDMA gives these briefs. So nobody can say they woke up one day and found there was hunger. ...

Madam Temporary Deputy Speaker, I would also like to concentrate on the county government. When we voted for devolution, we expected that funds would go closer to the people and people would elect their own Governors who would take care of their situation. More often than not, the Government borrows money from the international organisations for development and those organisations expect the Government to compensate for the land.
