Whenever the Government wants to do any projects and it borrows money from international organisations, it must have its contribution upfront, so that Kenyans do not suffer because of laxity of the Government of Kenya.

Wetangula asked for that Statement, the Speaker was very clear and if I am not wrong, he even gave 14th February, 2019, as the day on which the reply should be brought. I would like to support this Motion on the approval of Senators to serve in the Senate Business Committee, which is a very important Sessional Committee because it prioritizes the business of this House. Mr. Speaker, Sir, all the Members proposed to serve in the Committee are capable and can drive the business of this House. Mr. Deputy Speaker, Sir, thank you. I would like to also thank Sen. Wambua for bringing up this issue. I am, however, surprised, because I worked in the Civil Service a few years back. Before, we used to have budgets and at every end of the financial year, whatever money you had left was sent back to the national Treasury. Therefore, how counties are generating pending bills is a surprise because none of their money goes back. Once you have a budget, you should have a procurement plan that you follow. Thank you, Mr. Deputy Speaker, Sir. I thank Sen. Wetangula for bringing up this issue because the Lake Turkana Wind Power project is in my county. There are issues which communities have with it and I do not think this is the right place to bring it up because they are in court. However, what he said is not in any court. Two of the Standard Gauge Railway (SGR) which was referred to the Committee on 30th May 2018. The Committee held joint sittings with the Lands, Environment and Natural Resources Committee, where the National Lands Commission (NLC), the Kenya National Highway Authority (KeNHA) and the Kenya Railways were invited. The Committee has written to the NLC and the KeNHA, to provide information on the status of the compensation for the residents of Utheri wa Lari and that is still awaited from the two institutions.
