Mr. Speaker, Sir, whereas I agree with my colleagues, the tradition in the Tenth and Eleventh Parliaments has been when a question is asked from Ministries and the Senator who had asked is not there, the question is dropped at the discretion of the Speaker. So, can we look at the question of somebody who is deliberately not available? We can have that Statement dropped instead of waiting indefinitely for the Senator to be present so that the Statement is responded to.

Mr. Temporary Speaker, Sir, I support this Bill from the onset because it addresses an area of concern. We already have disputes with boundaries of counties and there has been no mechanism of sorting it out. As it has been said, Article 6 sets out that the 47 counties are what is recognized as being the divisions into which the territory of Kenya is made. Thank you, Mr. Speaker, Sir. I would like to join fellow Senators in congratulating our colleagues who have been appointed to the Parliamentary Service Commission (PSC). They have already been approved by the National Assembly and it is now our duty to do the same. I would like, from the onset, to support the Motion. Thank you, Madam Temporary Speaker. I would like to join my colleagues in supporting the Warehouse Receipts System Bill, 2017. Agricultural produce are perishable goods. A lot of effort and investment go into production of these goods. If there is no proper storage then the farmer will be the one to lose. The consumers will have less in terms of choice. Thank you, Mr. Speaker, Sir. I would like to join my colleagues in supporting the alteration of the calendar. The reason given is well understood. It is a business that we should have done in the last session and now that we have the time, we have to do it. There have been many questions on the Floor of this House and there were no committees to tackle them. If we could also include that issue of forming the committees, then, over the break, these questions can be addressed and that will also be a good reason for this extension.

First of all, I would like to commend the Controller of Budget because these reports come on time.
