Mr. Speaker, Sir, I thank the Senate Majority Leader for giving me this opportunity. I would like to thank fellow Senators for their useful contribution because of the importance of this particular Motion. I would also like to highlight a few issues having had the benefit of being in the previous Senate. The funding allocated to counties is not enough and we have to start fighting for it in the Division of Revenue Bill. We have to agree with the National Assembly that more funds be allocated to the county. Other than that, I would like governors to know that ...

Mr. Speaker, Sir I join my colleagues in sending my sincere condolences to the family of the late Governor and the residents of Nyeri County. I would like to bring out the issue of cancer which unfortunately was said to be the cause of his death. It is ravaging parts of this country. If an able Kenyan can struggle with this disease like this, what happens to the unfortunate Kenyans in the rural areas who cannot afford the treatment and who, like many in my county, have been suffering a lot? Mr. Deputy Speaker, Sir, everything which is created could have its positive and negative aspects. We normally buy “all practices” to allow what has more benefits and reject what has more negative effects and this could be one reason. So, I would like the petition to be submitted to the relevant committee to advise the individual as to why generally the plant has been outlawed and why we cannot insist on a small medicinal value and allow its abuse by the majority. Mr. Temporary Speaker Sir, I have received the answer and gone through it. I would like to seek some clarifications. It is very clear on the issue of how much has been generated, how much has been budgeted and what is outstanding. We hope the Ksh7.68 billion will be forthcoming. On the identification of the projects, the answer states that it was done through National Government structures and MTEF Budget process which entails public participation. Mr. Temporary Speaker, Sir, as it has come out from the comments by the Chairperson and the other Members, the way these funds are being planned for is not in line with what it is supposed to happen. I agree with the Chairperson that he needs to summon the Cabinet Secretary for National Treasury. This will help these things to come out clearly and those people from marginalized areas can get these funds to do what Kenyans thought when they passed the Constitution.

Moi for coming up with this Bill since it legislates on an issue which we have been grappling with, we who come from counties which are once in a while visited by these investors.
