As a Member of the Committee, I attended the workshop during the Road Stakeholders Forum which was held at The Safari Park Hotel on 3rd February, 2016. The Forum was convened to address a very serious issue because as we know, for any country to develop, the infrastructure has to be in place. When Kenyans passed the Constitution (2010), it was clear that we accepted that we are not at the same level because different parts of this country have been marginalised. That is why this Equalisation Fund was created. It was a noble idea. However, it has limitations in the sense that the amount is not sufficient because it is 0.5 per cent. The Makonde people have been around for a long time, but they have not been granted citizenship documents.They have been suffering wherever they are. We also need to check how they have been living with the communities where they reside. Apart from raising the issue, we need to have a resolution of the House which will ask the Government to immediately give these people their rights since they have lived here for over 80 years. The county assemblies are supposed to oversight the executive at the county level. Among the things they do is ensuring that the budget is done and then further, the implementation of the same. They also have responsibility on how debts are incurred in the counties.
