Mr. Deputy Speaker, Sir, Sen. Obure sought a statement regarding persistent traffic congestion along the Nairobi- Naivasha-Nakuru Road and possible expansion of the road. Regarding the same, he sought the following:- (1) Whether the roads authority responsible is aware that the capacity of the road as designed can no longer cope with the increasing volume of the traffic. (2) The measures put in place to provide relief to travellers whose security and comfort is compromised by the traffic congestion between Rironi and Mai Mahiu Section. Mr. Temporary Speaker, Sir, the question raised has to do with timelines; when the PPP will be completed and when the construction will be done. We will have to get extra information from the Cabinet Secretary for Roads and Infrastructure. This will require time. I do not have the timelines now. There is also the issue of the presidential directive to improve the Green Park Road. I have to get more information from the Cabinet Secretary for Transport and Infrastructure. Mr. Speaker, Sir, on the same issue, if somebody was given Kshs545 and he spends Kshs615, it is very clear that there was some other source. That is coming out clearly. People are blaming the IFMIS and Internet Banking (IB) system. Why are we not seeing the printers from the IFMIS and IB showing that discrepancy as evidence to that?

Mr. Deputy Speaker, Sir, I would like to get a clarification from the county assembly on the issue of splitting of tenders, contrary to Section 30 of the Public Procurement and Disposal Act. Normally, when this kind of splitting is done, somebody is trying to avoid a particular procurement process like direct tendering. They split so that they can do quotation. Is there any achievement on the part of the executive in being able to avoid a particular procurement system because of splitting these tenders?

Mr. Deputy Speaker, Sir, I attended the meeting today with the Cabinet Secretary. There was an issue which was requested for by Sen. Wetangula on annuity. For the benefit of the hon. Senators who did not attend, we were told that the annuity of the 10,000 Kilometres is not there. Instead, we have the low volume sealed roads.
