Mr. Deputy Speaker, Sir, I join my colleagues in supporting this Petition. It is touching on very serious issues on procurement from the funds that the Senate approved. From what I hear, the story is the same throughout the country because procurement procedures are not followed at all; the governor is everything and contracts are predetermined. Before they even advertise, they already know who will win the tender. This is a common practice in the counties. Mr. Temporary Speaker, Sir, we have been receiving petitions from Kenyans of all walks of life and like some of my colleagues have said, we are not processing them on time. That will make them lose confidence in this House. The first Petition from Busia County shows clearly that the county assemblies are not doing their oversight role. These projects must be factored in the budgets they pass and they have the capacity to check whether they are being implemented. On the second Petition, when we are discussing the Budget Policy Statement, it is clear that the kind of projected growth rates that we have in this country is in the range of 5 per cent, while the Vision 2030 talks about 20 per cent and above. From the outset, I would like to support this Motion knowing that all the Members of this Senate are competent and capable to serve in any Committee of this Senate and also taking into account the need for continuity. We should also take into account the need for allowing others also to participate in these Committees. So, we should have balanced the two – continuity and also change so that others can also participate in these important Committees. Mr. Temporary Speaker, Sir. I am guided. We have a lot going on without our attention. This is one of the Committees that need to handle the issue on the transfer of those functions. We have a lot to do as the Senate and these Committees are very instrumental in doing that. Let us engage the Committees as much as possible so that we fulfill our role of oversight at the county level.

Mr. Temporary Speaker, Sir, I rise to support this Motion noting that, initially, we kind of had a false start in the creation of this fund. However, now that the PSC has deemed it fit to make sure that there are funds for it, then it is only fair to have a Committee to oversight this. Mr. Deputy Speaker, Sir, I rise to make a Statement on an issue concerning my county under Standing Order No.45(2)(a). The issue is about prevalence of cancer in parts of Marsabit County. Just before the turn of the millennium in 1998, we had an outbreak of what we refer to as throat and stomach cancer. Those cases have been persistent.
