From what I hear, the story is the same throughout the country because procurement procedures are not followed at all; the governor is everything and contracts are predetermined. On the second Petition, when we are discussing the Budget Policy Statement, it is clear that the kind of projected growth rates that we have in this country is in the range of 5 per cent, while the Vision 2030 talks about 20 per cent and above. This is one of the Committees that need to handle the issue on the transfer of those functions. We have a lot to do as the Senate and these Committees are very instrumental in doing that. The issue is about prevalence of cancer in parts of Marsabit County. Just before the turn of the millennium in 1998, we had an outbreak of what we refer to as throat and stomach cancer.
