• 17 Nov 2015 in Senate: Mr. Speaker, Sir, I would like to join you and other colleagues in welcoming the delegations from the counties. It has always been the concern of this House that whatever is going on in the counties is as a result of lack of capacity by the county assemblies to provide the necessary oversight. This is a good programme which ensures that both the staff and Members of the County Assemblies (MCAs) come to learn, so that they can provide effective oversight in the running of the county governments. • 6 Nov 2015 in Senate: Mr. Speaker, Sir, this might not be the last impeachment. Anytime an impeachment comes, there is the always the possibility of the person being impeached going to court. We have a Committee which decided to wait for the court to pronounce itself on this. I would like you to give us direction. In the event that there is no order or injunction, why should a Committee wait until it hears what the court decides? view
• 5 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I would like to congratulate the county assembly for bringing the issue to the attention of this House because it might look obvious but it is not. Maybe this thing could be going on in other counties. It is good if it is handled at the Senate level so that whatever the outcome of the Petition, it will be of use across the country. Once we receive this kind of petition, we have to always give it due attention instead of just dismissing it at face value. view
• 29 Oct 2015 in Senate: Mr. Speaker, Sir, I would like to seek clarification on the estimates. Are there any estimates from the Government Ministries? In case of the Kshs5 billion contingency fund, we need to get the breakdown per sector or county, if possible. In terms of the mitigating measures, the positive ones like water catchment were supposed to have been put up before the rains. Are there any preparations that are ongoing in terms of the mitigating measures? view
