  • 29 Oct 2019 in National Assembly: We have people, especially in this political environment, who have the habit of recording others. You go to a meeting and someone records what you are saying and takes pictures. These people come out and even those kinds of conversations are used by mainstream media. It is an offence for you to do that. Those who do that must know from today that when the Bill becomes law, it will be an offence for you to do that. view
  • 29 Oct 2019 in National Assembly: There is also the issue of registration of data controllers, processors and protection officers. A lot of leeway has been given to the data commissioner to come up with regulation on this area. The data commissioner should look at business interests as well because we do not want to punish our businesses through very stringent process of registration of data controllers The electronic version of the Official Hansard Report is for information purposes only. • 29 Oct 2019 in National Assembly: and processors. This Bill will trigger amendments to almost every piece of legislation that has a data component in it. We have a list of consequential amendments that will be done in this Bill which is not exhaustive. As a Member said, we need also to include the Banking Act and Higher Education Loans Board (HELB). We also need to include the Political Parties Act. I am happy that the Independent Electoral and Boundaries Commission (IEBC) is provided for here. Anyone who will interfere with the IEBC register, this law will catch up with him. view
  • 29 Oct 2019 in National Assembly: Hon. Temporary Deputy Speaker, this is a very important law. I know there are a few gaps. We will propose amendments to tighten the Bill. The Bill is very critical in helping us to enforce the law on computer misuse and cybercrime which we passed. I ask the civil society to support this Bill and ensure that we help this country have the Data Protection Act. view

  • 17 Oct 2019 in National Assembly: Hon. Speaker, there has been a long-standing legal dispute regarding land LR. • 17 Oct 2019 in National Assembly: Hon. Speaker, thereafter, through an eviction order, forceful evictions of the affected families totalling 1,500 persons were carried out where their houses were demolished, crops destroyed and some graves exhumed. This has resulted in dire humanitarian crisis due to lack of basic needs for the victims. • 17 Oct 2019 in National Assembly: Hon. Speaker, in July 2019, the Cabinet Secretary for Lands, accompanied by the then County Commissioner and a security team visited the land and assured the victims that they would not be evicted until the Government finds a solution to the land problem. She assured the affected families that the Government had two options, to either compensate the individual claiming ownership or allow the affected families to continue occupying the land or resettle the affected families on a new piece of land to be acquired by the Government. view
  • 17 Oct 2019 in National Assembly: Hon. Speaker, in the statement, the Chairperson should inform the House on the following: (i) Whether a requisite notice was given to the victims before evictions were carried out. (ii) Why security forces used excessive force in evicting peaceful peasant farmers? (iii) Why the Government has been slow in providing humanitarian support to the victims, including school-going children, especially those who are scheduled to sit for national exams? (iv) The circumstances in which numerous households in Kiptuyia and Kapkangani areas have been issued with eviction orders on land they have occupied for many years?
