  • 29 Aug 2018 in National Assembly: I join my colleague, Hon. Anthony Oluoch, in saying that I partially support this Bill. Whereas I agree with the very valid reasons given to justify why we need the elections in December and not in August, we must also be alive to the fact that this Constitution is highly integrated. One section of the Constitution affects many other parts. Any attempt to amend part of the Constitution affects many other parts of the Constitution. As my colleague, Anthony Oluoch has said, there are many requests and proposals to amend the Constitution. view

Reading through it, it is clear that we had almost equal view points on whether to support or not, the change the of the elections date. Even in the Committee, one of the Members, Hon. Peter Kaluma, gave a dissenting opinion. He is a very distinguished constitutional lawyer. He raised very fundamental issues.   • 29 Aug 2018 in National Assembly: Whereas I totally agree with the reasons why we need to change the elections date because of the school calendar and because of budgetary issues, it is important that we look at changes in the Constitution in a holistic manner rather than in the piecemeal manner which we are trying to advance. Oluoch, is that we consolidate all the constitutional review initiatives; take them through a very structure people driven process; come up with recommendations; pass them through a referendum where necessary; and, have a new elections date.   • 28 Aug 2018 in National Assembly: When I read through this Finance Bill, one thing that comes to mind is that this Government is desperate to raise money. They have taxed almost every basic commodity, including water. Why is this happening? It is happening because we have a Kshs5 trillion debt as a country. This has almost doubled since 2014 when the Jubilee Government took over. So, we have a serious problem. If you look at the composition of this debt, Kshs2.6 trillion of it is foreign.   • 28 Aug 2018 in National Assembly: Let me discuss this Bill. There is Excise Duty on bottled water. This is not right because water is an essential commodity. People buy bottled water because only 55 per cent of available water is safe for drinking. The Government is unable to provide safe drinking water to its people. So, people have reverted to bottled water. The same Government, which is unable to provide safe drinking water, has decided to put Excise Duty on bottled water.
