Order, Mr. Odoyo! Clause 35(1)(a) of the Bill says:- "There is hereby established an Appeals Board which shall consist of- (a) a chairperson who shall be an advocate of the High Court qualified for appointment as a Judge of the High Court of Kenya, appointed by the Minister." So, the chairperson of the Appeals Board does not need to be a Judge. Please, read the Bill carefully!
