If only Kenyans were to think for the national interest rather than for regional, tribal or individual interests, this Ministry would be given top priority. We, as a House, need to be told who is in charge of Bills. Is it the Attorney-General who is the Official Legal Advisor to the Government and this House or the Minister for Justice and Constitutional Affairs who actually supported the amendment by my dear friend, hon. It says:- "No amendment shall be moved to any part of a Bill by any Member, other than by the hon. Member in charge of the Bill, unless written notification thereof shall have been given to the Clerk before the commencement of the sitting---" In this case we have a report of the Committee.
