• 7 Aug 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, on Head 311, page 457, new Sub-Head 0166, Item 2640100 on Scholarships and other Educational Benefits, I note that there is a provision of Kshs9,120,000. I presume that this is for the continuous training of health personnel like doctors who may want to go for special training overseas. Could the Minister ensure us that there is a provision that when these professionals are trained using taxpayers' money they will actually remain in Kenya? view

Could the Minister kindly explain as to why there is no provision? Is there no further need for physiotherapy services, or is it covered elsewhere in the budget? view

During debate time, I actually raised questions with regard to the existence of the National Aids Control Council (NACC) at the Office of the President and yet the Ministry also has a National Aids Control Programme. I am worried about the taxpayers' money. This appears to be a duplication.
