  • 16 May 2007 in National Assembly: Mr. Speaker, Sir, it is unfortunate that this road originates from the heart of my constituency; Chiga, all the way to Miwani and beyond. This is a very important agricultural road. It is, however, subject to flooding because this is a low-lying area. This road was initially built by the Sugar Belt Corporative Union and was very good and wide enough. I am wondering why the construction being done now is of a lower standard. Member, whom I respect, should not go round in circles. He should name that person so that we could know who he or she is for the record!   • 16 May 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to mislead this House? What we are debating are the provisions of the East African Treaty, which can only be ratified in Parliament. Now, when he says that it is unconstitutional, does he not mean that the Treaty itself is ultra vires and unconstitutional and, therefore, it should not be here in the first place? Why did we then go into it? view

Members who have spoken before me in thanking Members of this Committee, particularly the Chairman for being so consistent. Some of the issues brought forward in this Report are so clear and evident that we really need not to over-do it. Mr. Deputy Speaker, Sir, the Chairman, mentioned something that is so important.   • 16 May 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. As a matter of procedure and under Standing Orders, I want to submit to you that if there was any amendment, there should have been proper notice, first. Secondly, in fact, he cannot amend the Motion because that is going to go against the original Motion as it was. However, he can amend the Report. So, he cannot go to the original Motion to amend it but he can go to the Report to amend it, subject to putting the Question to the House. view

  • 15 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I congratulate the Assistant Minister for successfully moving this Bill, I would like to appeal to him that institutions in this Ministry must bear a national outlook. The Assistant Minister has said that there is a decline in the collection of revenue. The Kenya Revenue Authority (KRA), of which I am a very good friend, is now dominated by one ethnic community at the top. If somebody else takes over, those people can, one day, turn off the taps and we will never have enough revenue. With those few remarks, I beg to support. view
