Mr. Temporary Deputy Chairman, Sir, I notice that, in fact, on Item 3110300 and the next item, there is no provision whatsoever whereas there was something last year. However, I notice that there is some great reliance on foreign donors. I am concerned that KEMRI is a very strategic institution and of security importance to this country and yet it is in the hands of foreigners who fund it completely and the Government does not do anything about it. Could the Minister explain this state of affairs?

Mr. Speaker, Sir, the law is the law and it must be followed. It does not matter who it is. The former President is a former President of this Republic and he has worked for this country. We will talk about escort cars. It could be a Volkswagen and the other vehicle he is using is a Mercedes Benz. These cannot work together. On a point of order, Mr. Speaker, Sir. My question relates to the condition of the cars allocated to the former President. It could be a 20-year-old car and the former President is riding in a one year old car so that they cannot match. I am asking whether these vehicles that have been allocated to the former President are up to the standard required.

Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to support this Motion. Education is a human right. Therefore, it is inhuman to deny a child education, particularly if that child is an orphan. Mr. Temporary Deputy Speaker, Sir, Kenya is a signatory to the Universal Declaration on Human Rights. One of those tenets of that declaration is the right to education and equality.
