Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity. I also rise to support this Bill, especially noting that court matters once commenced take a long time.

A tribunal such as this one will help speed up resolution of disputes between the KRA and the taxpayers. In a tribunal procedures will not be as strict as they in a court. The tribunal will help save time; the time taxpayers spend going to courts will be shortened.

Hon. Deputy Speaker, I would like to join hands with my colleagues in stating that the Kenya Government has failed in its duties to ensure that the diplomat, having committed a crime, could not leave the country. Whereas we are told that they are still pursuing the issue of bringing back that criminal to face the judicial system, what happens to that family? Is the Government sympathetic enough to ensure that if there are children going to school, they are given bursaries or enabled to study freely because of the problem they are facing? This is a very unique problem ...

Hon. Temporary Deputy Speaker, I rise to support. Recently, we passed the Valued Added Tax Bill. We know that sometimes the law can be rough to the business community. This particular Bill we are discussing will really smoothen the rough edges of that VAT law by assisting those people who think they have been rubbed the wrong side. This Bill, if passed will enhance the running of business in this country and therefore, grow our economy.

Hon. Deputy Speaker, I asked the question on behalf of the family. Being a habitual drunkard and absconding duty does not make him a lesser Kenyan and his whereabouts any lesser important. I am not satisfied with the answer. I am reporting that somebody has disappeared and it is upon the Government to trace him and tell the family his whereabouts. He may even be dead when we are saying that he has been judged in absentia. When you judge him in absentia three or four times, the sixth sense should tell you that there could be something wrong. He ...

I am saying that the answer is not satisfactory and we require more investigations into the issue. We want to know where he is, whether he is on duty or not, whether he is a drunkard or a habitual absentee.

On a point of order, hon. Temporary Deputy Speaker. Is the Member in order to say that he is withdrawing and at the same time says that he knows it is a fact? If he is saying that he is withdrawing the comment, then he should withdraw and stop there.

Thank you, hon. Temporary Deputy Speaker, Sir. I wish to thank hon. Njenga for moving the Motion. I also wish to support this Motion. When I was campaigning, I came face to face with the despair which our young people have fallen prey to. As a result of lack of employment, most of the youth have given up and have gone into abusing drugs and alcohol. I urge the Members of this House that as much as we talk of improving technical institutions and enabling the youth to access training, we need to give the youth hope. We need to ...
