I am sorry, Madam Temporary Speaker. I beg to move that the Universities (Amendment) Bill (Senate Bill No.31 of 2014) be now read a Second Time. We know that education plays an important role in developing our socio- economic aspect in a country and we know that it is the primary means of social mobility and national cohesion. Since Independence, Kenya has put education in the forefront as evidenced by the number of enrolments in our institutions and the increased number of teachers in our institutions. There is also an increased enhancement of equity and gender considerations. Madam Temporary Speaker, ...

On a point of order, Mr. Temporary Speaker, Sir. Is the Senator for Kakamega in order to say that he does not support his daughters being politicians while we know that he himself is a politician and there is a Constitution which he has sworn to protect so that every gender is given the same opportunity?

Madam Temporary Speaker, on the outset, I thank the Mover of the Bill for moving this important Bill. I support it. I had the opportunity to look at this Bill because I sit in the Committee on Labour and Social Welfare where we conducted public participation and hearing. It is a good Bill. There are various heroes and heroines from different counties who are not recognised both at the national and county levels. For example, in the Somali Community, we have an old man by the name Mohammed Noor Ali. He is famously known as Mzee Ma Noor. At the ...

Mr. Deputy Speaker, Sir, surely, there is a serious crisis in the education system in the north eastern part of Kenya. I support what my former Chairperson has indicated. I would like to also urge that we call both the Cabinet Secretaries for Education and the Minister in charge of security so that they can give us an in-depth into this issue. As you know, we are already in the month of July and students from the north eastern part of Kenya are supposed to take the same examinations with the other students in the nation. Surely that is unfair. ...

Thank you, Mr. Temporary Speaker, Sir. I would like to thank the Committee for coming up with this good Bill. As we are aware, ECDE is a devolved function and this Bill arises as a result of the Committee visiting almost 30 counties. The recommendations that we passed in form of a Motion from the county visits that we had have enriched this Bill. We know ECDE is the foundation of education and in this Bill, various pillars have been outlined. The first pillar is equity and inclusion. In this case, all children, including those from poor and disadvantaged families ...

Mr. Speaker, Sir, although I am representing a special interest in this Senate, I also happen to come from that county. As my colleagues have already said, I request that this issue be committed to the three committees that have been suggested. As you are aware, this issue is not new. It has appeared in the daily newspapers for almost three times. It is a weighty issue. It is time we realised the effort of the Senate by interrogating this issue intensively and reporting to the Senate so that we do the necessary things that we are supposed to do. ...
