Before I proceed, I would like to thank my newly elected Chairperson and thank him for bringing this Motion which is very important. The education staff is present at the county level. We normally see the county education officer in charge of adult education, but their presence is not felt. I think the Constitution is clear that the Governors are the Chief Executive Officers of the counties and ignorance of the law is no defence. Governors must take responsibility in their counties. As I recommend for the exit of the Governor, I also recommend that the sub-ordinate staff should also step aside until further investigations are done. I rise to support the Motion which urges the national Government to assist the county governments in training, recruitment and deployment of pre-primary teachers. Mr. Deputy Speaker, Sir, I believe that Early Childhood Development (ECD) education is the foundation of every aspect of education. If I heard right, the Vice-Chair said that this issue was a priority of the Government since 2006. Therefore, if this matter was a priority, why has it not been achieved seven years down the line?
