  • 29 Nov 2017 in National Assembly: prevention and detection of crime, apprehension of offenders, enforcement of laws and regulations with which it is charged among other roles as provided for under Section 24 of the National Police Service Act; concerned that many police officers across the country especially those working in northern Kenya and other high risk and hardship areas continue to work under very difficult environment characterised by, among others, inadequate, inhabitable, deplorable and congested living quarters, insufficient tools for work and poor salaries and allowances; further concerned that the difficult working environment for the police officers has often led to frustrations, demotivation and occupational ... view
  • 27 Sep 2017 in National Assembly: Thank you, Hon. Speaker. I rise to second. So far, there have been three treaties regarding the Nile Basin, namely, the Nile Treaty of 1902, the Nile Treaty of 1929 and the Nile Treaty of 1959. Kenya signed the CFA on 19th May 2010 and in view of the Regional Integration Committee that was tasked to do this Report, there is every advantage for Kenya to ratify this CFA in respect of sharing water resources across the region. So far, six countries have signed this Agreement. Kenya is one of the countries that really require water as a resource for ... view

  • 13 Jun 2017 in Senate: On a point of order Mr. Speaker, Sir, I stood not to talk about the procedures, but we heard the Senate Majority Leader say that we could pass this Bill anticipating certain amendments through probably dialogue between the leadership of the entire House. This House is known to operate in a bi-partisan manner. We were about to buy into the idea. Therefore, it is important that he comes out clearly, and at least makes proposals that can help us reach an amicable settlement. The National Assembly has failed and we do not want to fail too. So, please, do better. ... view
  • 29 Mar 2017 in Senate: On a point of order Mr. Speaker, Sir. I wanted to interrogate whether Sen. Okong’o is in order to call the NASA coalition an amorphous body whereas all the four parties signed to that agreement and deposited the same instrument on that very day with the Registrar of Political Parties in accordance with the law. I was seated there with a checklist ticking: “ iko, iko .” How can he come and derogate our instrument that is recognized by law and a coalition recognised by law? Can you tell him to apologise to the NASA fraternity, withdraw and then I ... view
  • 2 Mar 2017 in Senate: Madam Temporary Speaker, I rise to support this Motion, but also continue to express my utmost reservations to the East African Community (EAC) in terms of its pace of integration and what informs it. You will recall that Kenya hosted the last edition of East African Legislative games in Mombasa. It was a grand meeting of legislators and secretariats of the various parliaments, where we competed in football, netball and various other disciplines. Madam Temporary Speaker, first and foremost, it is extremely difficult to locate the impact of the work of the EALA. I know our members from the Coalition ... view
  • 2 Mar 2017 in Senate: Madam Temporary Speaker, mine is a critique. I am fully aware of the East African Court of Justice, which is totally impotent. It cannot deliver on anything. I took a matter there before and they were so happy to throw it out. They throw out matters for want of time; a technicality to defeat the cause of justice. Can the EALA tell me one thing that we are doing in this Republic because of a binding nature of a legislation passed by it? I am asking about the impact. I do not mind that we need--- view
  • 2 Mar 2017 in Senate: Madam Temporary Speaker, that is specific to a technical matter, which is very easy; how to appoint members. We took a matter of violation of human rights. There were substantive matters that could have informed the jurisprudence. If you go to the European Court of Justice or the European Human Rights Court, their proclamations are binding to all of Europe and its membership. When they proclaim, the jurisdictions of respective counties must abide; that is what I mean. Madam Temporary Speaker, let me talk generally about the EAC. We have five countries which have questionable democratic credentials. Some of them ... view

  • 2 Mar 2017 in Senate: Madam Temporary Speaker, the distinguished Senator from Nakuru, who I wish well in her bid, also said that it has been documented that Sen. Wetangula will not be president. Where has that been documented? view
