  • 14 May 2015 in Senate: On a point of order, Mr. Speaker, Sir. The Senate Minority Leader is asking this question not only as a matter of urgency, but out of experience. He, himself has been stranded for a couple of days in a coup situation and he can tell you. Therefore, the commitment that we need is not a question of getting it but to live by your directive that it must be delivered on Tuesday or the next possible opportunity. view
  • 14 May 2015 in Senate: Mr. Speaker, Sir, did you notice that apart from me and Sen. Murkomen, every other Member who stood said, “when I was a Minister for Foreign Affairs, when I was Minister for---.” I realised that Sen. Murkomen and I were probably the only ones who were somewhere else. view
  • 14 May 2015 in Senate: Mr. Temporary Speaker, Sir, when we bring Statements or responses to this House, whoever is crafting these responses must be extremely serious. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 14 May 2015 in Senate: Mr. Temporary Speaker, Sir, my clarity was the correlation between a crisis and a public holiday. I see no absolute correlation in that regard. I thought it was a bit below my expectation. Therefore, that is why I needed to seek further clarity. Secondly, is just to reiterate the African Union (AU) position. It is very categorical in talking about unconstitutional change of governments. We hardly appear brothers and sisters to the unconstitutional violation of the people of those countries and for that matter what Sen. (Dr.) Khalwale said: “The unconstitutional attempt to protract the term.” So, what is Kenya’s ... view
  • 7 May 2015 in Senate: Thank you, Madam Temporary Speaker. This is a matter of grave public concern and I share with Sen. (Prof.) Anyang’-Nyong’o that we must escalate this matter from this Motion for Adjournment and ensure that we bring it as a substantive Motion, so that we can follow on the paces of investigations and possibly make recommendations. If we do not do this, I think that what will happen is that the institution will collapse and we will have to bail it out as usual. We know that a few people are ripping this country apart using the kinds of corrupt and ... view
  • 6 May 2015 in Senate: On a point of order, Mr. Speaker, Sir. I would like to enquire from the Chairperson whether the Government as a consequence of the constant attacks by bandits or raiders has put permanent patrols in these areas. If yes, why are they being overwhelmed? Second, coming from the human rights domain, the duty to protect is a fundamental responsibility of any State. In fact, it touches on the very legitimacy of a government. There have been constant and repeated instances of almost mass deaths of Kenyans, and this touches on the core issue; to protect. Could the Chairperson assure us ... view
  • 6 May 2015 in Senate: Mr. Speaker, Sir. I want to bring to the attention of this House that even as we discuss Turkana, there is breaking news that 13 Kenyans have been killed in Marsabit following attacks between herders from two communities at Loiyangalani. At least 13 herders have been killed in two separate attacks in Sirima and Mt. Kulal in Marsabit County. This is the latest update by the Nation online, just about five minutes ago. view

  • 28 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, I rise to support this amendment and also congratulate Prof. Lonyangapuo who has shown unequivocal commitment, particularly to ensuring that we mainstream public administration. I think that this also is inspired by the fact that Sen. (Prof) Lonyangapuo, like many other Kenyans, comes from an area where the village elders are almost a grassroots movement that helps in public administration, in ways that add so much value to us. I do recall even during my time when I was at the Kenya National Commission for Human Rights (KNCHR), we constantly had to go to areas of ... view
  • 28 Apr 2015 in Senate: I saw the red light on and my assumption was that you were warning me that my time is up. Is that the case, Clerk? view
