  • 20 Jul 2016 in National Assembly: assemblies can do. They do not know that the budget approvals by the county assemblies are very important. This Bill will bring sanity to the counties and powers to the assemblies so that they manage the Executive who are messing up with the financial status of the counties. As I speak, we find that because of the Executive having so many powers, there are projects in the counties where they are exaggerated for example, building of roads because the Executive controls the budget. You find that the budgets which are put on the roads are so exaggerated that very few ... view
  • 4 May 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I support the amendment because you cannot demand more than what the person has taken. For example, you cannot multiple it five times. There is no such interest. I support. view
  • 20 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I rise to support the amendment. When land has been declared community land, it will be under the community rules. There should be a penalty or punishment to that person who has done what is not supposed to be done in the community land. For example, a community might have made rules and said that their land should not be sold without consultation of the community. Whoever is entangled in that land might sell it to an investor who can invest in something that pollutes the community land. This amendment is going to protect ... view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support this Bill as proposed by Hon. Njomo. I thank Hon. Njomo for bringing this Bill. We know the issue of banks. Our people have really suffered, especially the women who normally take small loans. For example, someone can take a loan of Kshs10,000, but they end up paying back over Kshs15,000. I support this Bill so that we may be able to control the banks with their high interest rates. We are trying to change this country. We are trying to encourage our The electronic version of the Official Hansard ... view
  • 13 Apr 2016 in National Assembly: people to engage in business, especially in my area where women are not so keen on doing business because they do not have money. The moment you tell them to apply for loans, they fear because of interest rates which are never controlled by the Government. They are told to take loans and that they will pay interest rates of 10 or 12 per cent. They end up paying at interest rates of over 20 per cent. I thank Hon. Njomo for bringing this Bill. We want it to be implemented. We pass so many pieces of legislation in Parliament, ... view

  • 23 Mar 2016 in National Assembly: Hon. Temporary Deputy Speaker, I stand to support this Motion, which has been brought by Hon. Wanga. I support what Hon. Namwamba has said we should do. This Motion should be implemented by providing finances. view
  • 23 Mar 2016 in National Assembly: We should ensure that this Motion is implemented because in Parliament, we get many Motions and debate them, but they are not implemented. For example, if we give counties money for the proposed cancer centres, we will want them to treat cancer patients, and not just taking the machines there. Implementation of this Motion is very important. view

  • 30 Sep 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to comment about the IDPs. We know the word IDP started with the post-election violence. Because of the peace which has come to the country, most of IDPs are now settled. But we find that some other IDPs have been created. Some of those are the ones who were removed from the Mau Forest. As we are speaking, we know the El-Nino rains are coming. We do not know what is going to happen to the IDPs who are languishing in their areas. For the prosperity of the country, we would like ... view
