  • 10 Jul 2008 in National Assembly: Mr. Speaker, Sir, the allocation point was the headquarters as there were no district expenditure heads since the district offices were being established in the period 2007/2008. In view of this, the information on the 2007/2008 allocations is not captured in the 2008/2009 District Allocation Budget. In 2007/2008, allocations amounted to the following:- July 10, 2008 PARLIAMENTARY DEBATES 1765 (a) Development Expenditure, Kshs 274 million (b) Recurrent Expenditure, Kshs696.7 million. With regard to 2008/2009, the allocations are as follows:- (a) Recurrent Expenditure, Kshs795 million (b) Development Expenditure, Kshs1.1685 billion. I do not know whether I have answered the hon. I said that this is a Fund that was muted in the year 2006 as one of the bold and ratable intervention to address the youth unemployment and Kshs1 billion was set aside for the Youth Enterprise Development Fund. However, there was no organisational or legal framework in place to facilitate the immediate disbursement of the allocated funds. Members, I will now summarise by saying that the Gross Recurrent Estimates for the Ministry of Youth Affairs and Sports during the year 2008/2009 amounts to Kshs4.096 billion. The Question is asking for the amount of money that has been disbursed to the youth nationally through the Youth Enterprise Development Fund during the Financial Year 2007/2008. I am not able to say that we can suspend it. We will consult. I said that I am inviting all of us. This Ministry of Youth and Sports belongs to all of us. We need information from all of you.
