In so doing, I thank Sen. Mutula Kilonzo Jnr. for bringing up this Motion which is very important. From the negative audit reports that we are receiving from the counties, we are more convinced now that the success of devolution will depend on the ability and commitment of the county assemblies to oversight and legislate on matters relating to counties. view

  • 15 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, I want the Chairperson to clarify whether special audit reports done by the Auditor-General are also submitted to him for tabling in this House. I say so because I am aware of some counties where special audit reports have been done and in one case, I have not seen the special audit report tabled here. Since we are oversighting counties, is it not in order, therefore, that any special audit report done by the Auditor-General is mandatorily laid before this House? view
