  • 24 Jun 2015 in Senate: Mr. Speaker, Sir, on the issue of Sen. Elachi, I would request on behalf of Sen. Murungi that Statement No. (e) be responded to as well by the Committee on Finance, Commerce and Budget. view
  • 24 Jun 2015 in Senate: Mr. Chairman, Sir, I am concerned about the issue of leasing of medical equipment. Parliament does not approve any method of procurement. I was thinking we should just call it “medical equipment” instead of approving any method of procurement. view
  • 23 Jun 2015 in Senate: Mr. Speaker, Sir, I rise to issue a Statement in regard to the request by Sen. Kisasa on Genetically Modified Organisms (GMOs). Ensuring food security is one of the core mandates of the Ministry of Agriculture, Livestock and Fisheries. Kenya faces challenges of food insecurity and malnutrition, climate change, pests, diseases as well as degraded soils, which raise concerns on the ability of the farmers and the country to ensure that there is food security for all. The solution to some of these challenges in the agricultural sector lies with biotechnology. Kenya is a signatory to the Cartagena Protocol on ... view
  • 23 Jun 2015 in Senate: Mr. Speaker, Sir, I am trying to reduce it because it is too long. The national framework oversees GMO activities in our country; this chronology of events in policy making shows that as a country, Kenya is prepared to promote the production, commercialization and use of genetically modified food and products. The Government has also published four regulations that cover all areas of GMOs, including research, production, import, export, trans-boundary, using industries, food and feed. The development agenda for Kenya is anchored on Vision 2030 which is the development blue print for the country which aims to create a globally ... view
  • 23 Jun 2015 in Senate: Yes, Mr. Speaker, Sir, the Member already has a copy. view
  • 23 Jun 2015 in Senate: Thank you, Mr. Speaker, Sir. I believe that you are asking about the question on Gatitu Nyayo Tea Factory. If that is the case, I seek indulgence because the Statement is not ready. I ask that I be given until Tuesday, next week. view
  • 17 Jun 2015 in Senate: Thank you. Mr. Temporary Speaker, Sir, for giving me time to continue from where I had left. view
  • 17 Jun 2015 in Senate: Mr. Temporary Speaker, Sir, as I said yesterday, the amount of funds that were allocated to the counties is a far cry of what counties require. Nevertheless, whatever has been availed should run counties. I called upon county governments to utilise the funds prudently. This is because what we are getting from most counties and the report from the Auditor-General is that there is a lot of misappropriation and misuse of funds. Mr. Temporary Speaker, Sir, before we adjourned yesterday, we talked about the Fuel Levy Fund. We are punishing county governments when we allocate them only15 per cent of ... view
  • 16 Jun 2015 in Senate: Thank you, Mr. Speaker, Sir. I support this Petition because it is really disheartening to know that people who are ailing from this disease are not receiving the attention that they need, which is especially found in the national referral hospital. It is not only for cancer cases but even other ailments. In some of these hospitals, there is a waiting list and sometimes a patient is given the first appointment one year later. Remember we are told that cancer should be treated early enough. It then becomes too late to treat it by the time the first appointment comes ... view
  • 16 Jun 2015 in Senate: Mr. Speaker, Sir, I also join my colleagues in applauding those residents of Mandera for bringing up the issues of accountability which are affecting their county. It is a demonstration that the public have confidence in the Senate. I encourage all counties including mine, that if there is any issue, they should bring it to the Senate in the form of a petition because there is that avenue. They should avoid demonstrating because if issues can be sorted out, perhaps it may not be necessary. Mr. Speaker, Sir, on the issue of Mr. Rop, I do not know whether it ... view
