I want to join in supporting this Motion of Adjournment and in doing so, I realize that we are starting the Easter holiday and, therefore, I wish all Kenyans a happy Easter. From the outset, I want to thank the President for this catalogue of good intentions that the Government intends to achieve. We cannot, therefore, expect that the county governments will be pleased for being subjected to ceilings. The reality is that resources are always limited and there must be ceilings. Even at the national level, there have always been ceilings in the various Ministries, Government agencies and even the overall Budget.   • 24 Mar 2015 in Senate: Mr. Speaker, Sir, this petition will give the Senate ample opportunity to look into what is happening because the stoppage of the transmissions by local companies, coming close to the recent Security Bills, has painted a negative image of the country; that, perhaps, we are not so friendly to the investors or the media. We want to know exactly why it has become urgent for media stations to migrate. We also need to understand the implications of the digital migration to the consumers. As I support it, I must say it is a bit late; it should have come right at the beginning of the implementation of the Constitution when counties were being established. This is because where we are now, there are so many issues that have arisen that bring to question the values and principles of officials in the county governments.
