Mr. Deputy Speaker, Sir, the issue that has been raised by Sen. Karaba is important. It is not only those farmers in Kirinyaga that are affected. You would also get unscrupulous tradesmen who buy maize and promise to deliver the money, but they do not. In the past, even the Kenya Meat commission (KMC), which is a Government institution, took livestock---

Mr. Deputy Speaker, Sir, I want to assure the House that our Committee will look generally into the issue of farmers not being paid and what could be done, but not on this specific one because I have already answered it.

Mr. Speaker, Sir, thank you for the direction that you have given. What I heard is that an opportunity will be given to the county assembly to argue its case and also the governor to defend himself. What I did not hear is whether there will be an opportunity for the Senators to interrogate or question both parties. We need that clarification. Since we shall be sitting as a quasi-judicial body, in this process it will be important that party positions should not come to play. We should look at the facts and the law, but not take The electronic ...

Mr. Temporary Speaker, Sir, thank you for allowing me to contribute to this important Bill. From the onset, may I say I support the Bill but I think there are some amendments that will be necessary to improve on it. I will be glad if, at the Committee Stage, they are included. The Constitution of Kenya provides under Article 38 (2) that every citizen has a right to free, fair and regular elections. I emphasise the word “fair.” Every citizen has a right to elect a person. However, we saw during the last elections and there is also a tendency ...

Mr. Temporary Speaker, Sir, then it will come at the right time. I would also suggest that public participation be engaged on this matter, so that members of the public who may have a second thought are given an opportunity to do so before we vote. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate.

On a point of order Mr. Temporary Speaker, Sir. Did you hear the Senator for Kitui County saying that I was a very good officer and we did irregular things during elections?

Thank you Mr. Speaker, Sir. I also stand to oppose but not because of the membership of the proposed Committee. I have confidence in all the Members that have been proposed. I am of the view that we try the first option of the Plenary. So far, we have been using the committee procedure and I have no issue with that. Since we are setting precedence and traditions, it is also good for this Senate to try a new procedure. Mr. Speaker, Sir, I have personally not had the opportunity to be a Member of the previous committees and this ...

Mr. Deputy Speaker, Sir, I stand to support this Bill that contains very important provisions towards conservation of forests, which are the natural resource for our country. As we move towards conserving forests, we should not lose sight of the fact that we are doing this for the benefit of the people. Forests principally exist for the benefit of the people. Forest conservation should not be viewed at any time as a way of penalizing or punishing them. Forests in this country exist in specific locations as indicated in the Schedule; the gazetted forests. Before any gazettement was done, there ...
