Mr. Temporary Deputy Speaker, Sir, he has a very sweet job. May I say that members of the District Land Tribunal in my area have stayed there for the whole of last year up to date without getting any allowances? How does he expect these people to go and deal with cases? Could he tell us when those people will get their allowances? We are fed up with the word "seeking".

Mr. Speaker, Sir, I thank the Assistant Minister for the layout of the system going into the construction of the bridge. The financial year has been given as the reason yearly. Even the previous Minister promised in this House to allocate funds for the construction of the bridge the next financial year. How many years have elapsed up to this time? Could the Assistant Minister be specific and tell this House which particular financial year this bridge will be completed?

Mr. Speaker, Sir, the answer from the Assistant Minister is so technical and my people do not understand those terms. The delay means that we have been sidelined. Could the Assistant Minister speed up the work to give confidence to the public who think that the source of getting fee from the levy is blocked?

Mr. Speaker, Sir, the system is quite good but the year 2010 is very far away. Could the Government provide some funds to the Ministry to teach these students for the time being?

Mr. Speaker, Sir, the system laid down by the Ministry is quite good but the duration of time, up to 2010, is far away and yet the children are suffering so much. Could the Government provide some funds to the Ministry to teach these children who are suffering because of lack of teachers?

Mr. Speaker, Sir, every school in Kenya needs this Early Childhood Education as a solid foundation. Could this grant also be given to primary schools to divide among themselves so that any additional monies plus the funds from CDF are added on top of it?
