Therefore, this Bill is very important because not only do we want quality education, but we also want to make sure that if we are training engineers, they are engineers who can stand anywhere in the world.   • 24 Aug 2016 in National Assembly: These are serious issues. Hon. Aluoch observed, before we move forward, let us not engage in a futile exercise because we are talking about constitutionalism. Article 1 of the Constitution provides for the supremacy and ultimate authority of the Kenyan people; that the people can exercise their sovereignty directly or through their democratically elected representatives. In the last 15 years, we have had several scandals starting with the Anglo Leasing, which to date has never been concluded; the maize scandal; acquisition of cemetery land by the then Nairobi City Council in 2010 and, the National Youth Service (NYS) scandal.   • 23 Aug 2016 in National Assembly: the Asian Tigers, then we must make sure that we have transparency and accountability in the way public money is used. There is cry among the youth in my constituency that we do not mind their welfare. The culprits must be brought to book and made to account for these funds. They should be prosecuted. Failure to bring the culprits to book encourages impunity. We are the only ones who should stop this. How you manage the public sector has a lot to do with the economic growth and development of any nation. I am reminded that in 1963, Kenya and Malaysia were at par in terms of economic growth and development.   • 18 Aug 2016 in National Assembly: In 1970s and 1980s, people working in the Civil Service and even in the Teachers Service Commission (TSC) were paid some allowances to encourage them put up houses. That was, however, abolished in the 1990s. Because we are still short of housing in rural and urban areas, we should revisit those policies and see how we can encourage this country to develop adequate housing for her people.   • 18 Aug 2016 in National Assembly: I would also like to comment on the banking sector. I support the spirit because of late we have witnessed the collapse of three banks. This has affected this sector and by extent most of us. The confidence we had built in the banking sector has been greatly eroded by the collapse of these banks. Clauses 45 and 48 of the Bill seek to expand the sharing of credit information across the entire sector.
