If you go down the history line, you will find that in 1956, there was the Anti-Corruption Act. In 1990, the then President formed a Special Police Squad to fight corruption in this country. Temporary Deputy Speaker, you cannot discuss the relevance of the EACC and even the amendments without looking at the history and the performance of the fight against corruption. To that extent, we are quite relevant because we are looking at why the EACC has not delivered in the fight against corruption.   • 8 Jul 2015 in National Assembly: would fry the small and big fish. By the time he left in 2009, I doubt whether there was any fish that was fried, whether big or small. Then we had the most rhetoric Director, Prof. Lumumba, who by the time he left, he even promised that he had very high voltage files on issues of corruption. I think that the high voltage files electrocuted him. view

That body is heavily funded in terms of the employees and commissioners. We had a lot of hope. If you look at the yearly reports that the EACC produces, you will find that the EACC is of the opinion that 80 per cent of their cases are on procurement.   • 11 Jun 2015 in National Assembly: Thank you Hon. Speaker. I rise to second this Motion. I am a member of the Departmental Committee on Administration and National Security. We went through the whole process of vetting Ambassador Monica Juma as expected. Like the Chairman has said, we found that she has the papers and credentials. However, we have problems with her in relation to Articles 1 and 2 and Chapter Six of the Constitution. view

  • 11 Jun 2015 in National Assembly: When Parliament carries out the duty like the vetting process, we are doing it on behalf of the people of Kenya. Chapter Six of the Constitution talks about leadership and integrity. Any State officer carries out his duties on the basis of public trust. He or she carries out those duties on behalf of this sovereign authority. State officers should carry out their duties in a manner consistent with the spirit of the Constitution.   • 11 Jun 2015 in National Assembly: constituents. In this regard we did our best. We went out of our way because it is not easy to deny a Presidential nominee. However, with all fairness the white smoke refused to come out. Every time we tried, the dark smoke came out. I now wish to end there and second the Motion. view
