Hon. Temporary Deputy Speaker, I rise to support this Motion. The reasons are several. One, if you look at Vision 2030 which this country gears to, you will find that it is a must we have this Motion put into effect. other Hon. Members have said, that is a rational cost. It is a cost that I would urge Members to provide in our budget. On the other hand, the issue of maintenance is something we need to discuss. I would propose several ways of maintaining such a facility. First, we can tell the school administration to be selling water to residents in the neighbourhood to obtain some premium. The money obtained can be used for payment of electricity bills and meeting the maintenance costs of the borehole. Hon. Temporary Deputy Speaker, if this Motion is implemented, we will either allow the area water companies to run the water facilities or the schools will be trained on how to manage water systems to ensure that this idea is sustainable. In my opinion, this idea makes a lot of sense. If we are to adopt the idea of giving water companies the mandate of running these water systems we will need to address the issue of governance of those companies. Hon. Speaker, allow me to support the Warehouse Receipts System Bill. Presently, our warehousing system is not proper. It is a system that is devoid of professionalism. It is also a system that is not accountable. It is outdated. This Bill will create systems and ensure that once a produce has been harvested, the warehousing is professionalised. It will also create systems to ensure that farmers do not lose their produce, like it is happening in this country. If you look at the entire value chain of production of agricultural products, you will find that there are several components which I will be proposing we put in place through legislation. One of the issues is the current debate whether we should have maximum and minimum ownership of land in this country. I know that one is a constitutional provision, but I am very fearful that if we cap ownership of land whether national or not, it will affect our country. First, the number of people proposed to sit in the panel is fair for both sides of the House. There has been a proposal that two people should be from the Jubilee Coalition, two from the CORD, and three to be nominated by the Public Service Commission (PSC). I put notice to Members that I will move an amendment on how we will select members of that panel that has been referred to in this Bill, provided that we allow the process to be in the hands of religious leaders. It appears that when we propose to give CORD, Jubilee and the Public Service Commission (PSC), two members each, people do not trust that arrangement.
