may be aiding some of those people who perennially commit Acts of violence in a domestic set up. Therefore, we need to give that discretion to the court, so that in some instances where the matter is of public interest, the court may as well allow it to be publicised.

Hon. Temporary Deputy Speaker, I rise to support this Motion and the reasons are very clear. One, the reasons which were advanced by those people who were opposing did not make a point. The argument has been that if we continue with ranking, there will be a lot of cheating in exams. The issue of cheating, as far as I am concerned, is an issue of the examining body. Even if you were to stop ranking, the issue of cheating would still continue. So, we are mixing two issues. Number two, there is the argument that we cannot rank schools ...

Hon. Temporary Deputy Chairman, let us not forget that we have a penal code which clearly sets out penalties for assaults. That means that even if you were to remove these people, people are still bound by the penal code and therefore punishable under the law.

Thank you. May I support the proposed amendment, which is to delete the word “urges” as crafted by the original Mover of the substantive Motion and to substitute with the term “resolves”. The term “urge” is very different from the term “resolves”.

If we say, “urge”, it will be like pleading with the Executive to comply with our substantive Motion. But when we say “resolve”, it will mean that the Executive will be compelled, strictly speaking, to adhere to our resolution. It is very crucial for us that when we debate issues in this House, the Executive adheres to our resolutions. The reason is very clear in the Constitution.
