At present, if you are a witness in a criminal matter, you will go to court and then ask for what we call your expenses to be defrayed by the court. Some people will argue that the State, the prosecution, is at present well enabled to hold brief and do everything for the victim. That is not true for several reasons. One, we do not have enough State counsel in our criminal justice system who can adequately represent victims. In any event, it is not even desirable that we employ so many State counsel to all our stations to handle every case. It will be very expensive! Thank you, hon. Temporary Deputy Speaker. I have looked at this Bill and it is a good Bill. But it has shortcoming because it concentrates powers in the office of the CS. If this Bill is not amended, the Cabinet Secretary in charge of mining will be so busy that any other duty that the CS is assigned by the President will now be relegated or that CS will stop functioning. Hon. Temporary Deputy Speaker, I am now in the realm of the remedy and how to improve this Bill. I am of the view that we establish a Minerals Board. The rationale will be that, one; we are going to have more mines. When it comes to administration of public funds or even management of any entity, one person does not have monopolies of ideas which appear to be the philosophy guiding this Bill. Hon. Temporary Deputy Speaker, I am now talking on behalf of regions which I am seeing are not the new frontiers of development. I am speaking on behalf of areas like Turkana and Ukambani, where coal has been discovered. Going forward, I am of the view that in this Bill, we should provide for the establishment of systems where more benefits can accrue to those regions. Speaker, I wish to request for a Statement from the Chairperson of the Departmental Committee on Education, Research and Technology regarding the intended increment of fees in public universities and also the failure by the universities to account for monies generated by parallel degree courses and other investments and also the management of Higher Education Loans Board (HELB) funds.
