That is not true for several reasons. One, we do not have enough State counsel in our criminal justice system who can adequately represent victims. But it has shortcoming because it concentrates powers in the office of the CS. If this Bill is not amended, the Cabinet Secretary in charge of mining will be so busy that any other duty that the CS is assigned by the President will now be relegated or that CS will stop functioning. • 17 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, I am now in the realm of the remedy and how to improve this Bill. I am of the view that we establish a Minerals Board. The rationale will be that, one; we are going to have more mines. When it comes to administration of public funds or even management of any entity, one person does not have monopolies of ideas which appear to be the philosophy guiding this Bill. I am speaking on behalf of areas like Turkana and Ukambani, where coal has been discovered. Going forward, I am of the view that in this Bill, we should provide for the establishment of systems where more benefits can accrue to those regions.
