“Other charges may be imposed at a public school with the approval of the Cabinet Secretary in consultation with the county education board provided that no child shall be refused to attend school because of failure to pay such charges.” This section is rarely implemented. That is why you will see in several instances children are usually sent home despite Kenya having adopted a universal free education programme. It is on that background that I am asking this House to revise the current budget of the Ministry of Education. We do two things; one, we abolish Standard Eight KCPE charges. ...
