Mr. Speaker, Sir, I conclude by citing two letters from the Ministry of Health, one dated 2nd July 2014 addressed to the Attorney-General. The second one is dated 31st July 2014, addressed to the Attorney-General. Those two letters indicate grounds for the urgency. That is in response to those who are questioning my conclusion that this issue was urgent. It is not me speaking, but the Ministry speaking, directly addressing that issue to the Attorney-General. Mr. Speaker, Sir, I agree with my colleague from Kericho. I also want to bring to your attention as you make your ruling to the fact that the notice from the Senator of Nandi was not addressed to the Clerk. It was addressed to the Speaker, meaning, most likely it was offending the Standing Order.

Thank you, Madam Temporary Speaker, for giving me this opportunity to congratulate fellow Senators. I will start by congratulating His Excellency President Uhuru Kenyatta for hosting us yesterday. We had a very good and fruitful meeting together with the Leader of the Orange Democratic Movement (ODM), the former Prime Minister Raila Odinga and my colleagues who attended that meeting. Through that meeting, we were able to procure Kshs50 billion and we brought it to the Senate. We were also able to break the stalemate that has been in this House. Madam Temporary Speaker, allow me to confess many things in this House. The first confession is that I was the one behind Sen. Were’s amendment. When I took that proposal to Sen. Mutula Kilonzo Jnr., he opposed it immediately. I realised that these guys in Team Kenya are training all guns on me. Thank you, Mr. Speaker, Sir. I will be urging fellow Senators to look at that issue from the prism that the issue concerning whether that suit is going to be compromised through a consent order, should not really be the prime point of discussion. We should be discussing whether the content of that consent order reflects the wishes of the Senate. Therefore, I would be proposing that the Senate Minority Leader, the Senate Majority Leader or the House leadership give us a draft copy of the proposed consent order for consideration by Members of this House. I am not so sure, whether this Petition meets the threshold required for it to be admitted in this honorable House. The reasons are, first, personally, on the face of it, it appears this is a purely employment matter. The issues raised therein ought to have been canvassed in an employment court.
