  • 28 Jul 2020 in Senate: Mr. Speaker, Sir, I brought this amendment because I heard the cries of my brothers from various counties. We belong to one Kenya. We respect our brothers from the Coast and North Eastern. I agree with the whole idea that devolution should be aimed at assisting the so-called marginalized counties. I, therefore, do not support counties losing money in this financial year or the next. When the Committee on Finance and Budget came up with this formula, there was an uproar among Senators and many Kenyans because many Kenyans were going to lose money. The narrative of some counties losing ... view
  • 13 Jul 2020 in Senate: Madam Deputy Speaker, I rise to support the Motion by the Senate Minority Leader. I urge hon. Senators to take this time to look at the various options. Notwithstanding this Adjournment Motion, from where I sit, this is progress in the sense that for the first time we have seen several amendments and options that, several Senators have made to the Committee’s proposal. Kindly, I urge Senators, once we adjourn, please take time and look at various options and parameters. For instance, there was the issue concerning the commencement date. I have seen some are proposing that we commence immediately. ... view
  • 13 Jul 2020 in Senate: God willing, maybe in the next two or three days or one week, we can come up with a proposal which is agreeable to all Senators. Thank you. view
  • 7 Jul 2020 in Senate: Madam Speaker, I beg to lay the following Papers on the table of the Senate today, Tuesday, 7th July, 2020. view
  • 7 Jul 2020 in Senate: Thank you, Madam Deputy Speaker. I take this opportunity, first, to congratulate the hon. Senator who has brought this very timely Statement. Today, there is an announcement that has been done by the Cabinet Secretary (CS) in charge of the Ministry of Education proposing that schools reopen in January. view
  • 7 Jul 2020 in Senate: Allow me to give my personal views on that issue. I want to juxtapose those views with this Statement. I think it is not a good idea. One thing I have learnt over this pandemic period is that apart from schools being places where our children go to learn, they also somehow restrict our children. Therefore, they do not do the so-called funny business. Madam Deputy Speaker, the more the children stay at home, the higher the rate of pregnancies, taking into account that this virus appears not to be affecting children. So far, as per the medical evidence, it ... view
  • 7 Jul 2020 in Senate: Madam Deputy Speaker, allow me to explain a little bit on that point. There are many people who do not do bad things because of situations, while others do not do them because of their moral compass. For those who do not do bad things because of situations, it makes sense. We should fight those situations. By the way, let me go on record and say that I delayed doing these things because of my parents and the school settings. I stayed for many years. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version ... view
  • 7 Jul 2020 in Senate: I am very happy, by the way. I am very proud of my record. Therefore, I want to tell young people that they can wait. You can ‘chill.’ Schools play a major role to this ‘chilling’ business. By the way, I am serious. I will rest my comments on this point. view
  • 7 Jul 2020 in Senate: Madam Deputy Speaker has told me to wind up, so let me not answer that. Thank you for this Petition. I urge the Cabinet Secretary and other stakeholders to reconsider their decision to continue closing schools. view
  • 7 Jul 2020 in Senate: Finally, on that point, which is very important, I realize that the children of the rich are still going on with their schooling. It is the children of the poor who will be affected by this decision. Most of the children in the middle and upper class are accessing the internet and undergoing tutoring. So, it is the poor who cannot afford those facilities who will be affected by this closure. For me, this decision is oppressing the poor people, and it is very unfair. view
