It is misplaced because you had already made a ruling. Looking at the Standing Orders, I do not see where they provide that the Chair can vacate or review whatever findings it has already made a ruling on. Secondly, in my honest view, the powers bestowed in your Office by Standing Order 1 are enough for you to render the kind of judgment that you have already rendered in terms of limiting time.
