Members have been complaining while I was distributing this document. They do not know how this schedule appears with regard to the headlines for each column. Mr. Speaker, Sir, the first column vertically is the total amount disbursed. For instance, if you look at Baringo County, the first figure appearing in the first column vertically is the total. Thank you, Mr. Speaker, Sir for giving me this opportunity. My attention is drawn to Paragraph 16 of the Address by His Excellency the President yesterday. In that paragraph, the President said that he does not agree with the decision of the Supreme Court. However, he respects it. The President did not give details why he disagrees with it. Allow me to give my reasons on why that decision was a step backwards, jurisprudentially. I draw your attention to Article 49 1(f)(i). With your kind indulgence, let me read it. services. I probably need to seek your direction as to whether that proposal has the approval of the Budget and Appropriations Committee as required by our Standing Orders. Secondly, even if that happened, I do not belong to the school of thought that believes in expanding government. We have so many commissions and agencies that are gobbling Government resources. Those resources can be better employed to, for instance, help refugees directly. Thirdly, I do not see anything wrong with the status quo. Thank you, Hon. Speaker. I rise to second the Statute Law (Miscellaneous Amendments) (No. 2) Bill, 2016. The proposed amendments to the Betting, Lotteries and Gaming Act (Chapter 131 of the Laws of Kenya) make a lot of sense. The idea is to harmonise that law with the provisions of the Constitution. The amendments also seek to clarify the roles of the Chairman of the Board and the Director of Betting. Magistrates’ Courts Act of 2015. There is some form of conflict. Therefore, there is need to ensure that the definition provided in the Magistrates’ Act of 2015, which we passed the other day, is similar to the definition contained in the Alcoholic Drinks Control Act (No.4 of 2010). This country is currently undergoing a procedure of changing its curriculum.
