  • 25 Jun 2015 in Senate: Mr. Speaker, Sir, during the short two weeks’ recess, we visited a number of counties. The last county we visited was Nakuru County. Though we were going for a different mission with regard to ICT, a number of issues came up. It is in order for the committee to make sure that some of these issues are addressed. One is on the role of the county assembly in vetting. There were a number of issues raised by the MCAs that an individual was proposed by the Governor, the name was forwarded for vetting by the county assembly. However, at the ... view
  • 15 Jun 2015 in Senate: Madam Temporary Speaker, I also want to take this opportunity to thank the leadership of the Senate led by the Senate Majority Leader and the Senate Minority Leader for giving us this chance to come together and chart the way forward of what happened the last few weeks as far as issues of Budget are concerned. At the outset, I must say that from the time we started debating this Motion, we all appreciate that we now must be united as the Senate of this country. It is not about which party you come from; the matter before us calls ... view

  • 26 May 2015 in Senate: Mr. Temporary Speaker, Sir, I want to thank the members of my Committee, through the Chair and the Vice Chair, who is here, Sen. Khaniri, for the wonderful job they did. I appreciate the fact that they had diverse opinions in terms of what they believe in this Bill. They reached an agreement and today, we have a Bill. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 19 May 2015 in Senate: Mr. Deputy Speaker, Sir, I want to go straight to the point. It seems that there is no clear understanding of the mandate of the Senate. In this research, the expectations and responses on the ground are completely different from what the Constitution mandates the Senate to do. If you go to some places, they ask us: “Where is the Constituencies Development Fund (CDF) money meant for the Senate?” This is a challenge because their understanding is that every leader who is elected, should do a project and say that today we are giving a Kshs1 million for the construction ... view
  • 7 May 2015 in Senate: Mr. Deputy Speaker, Sir, I want to congratulate Sen. Musila, for the wonderful contribution he has made to ensure that this House comes to its position. That is the position of being the Upper House of the Parliament of Kenya. According to my view, there has been no political goodwill towards the Senate of this Republic. This has not started now, but even in 1963, people deliberately decided to do away with the Senate. Part of those challenges and part of those ideas are still there today. That is why when every Senator stands to speak, you hear them saying ... view
  • 25 Mar 2015 in Senate: Thank you, Mr. Speaker, Sir. I also join my colleagues in congratulating the First Lady for the wonderful job she is doing for this country. The First Lady under the Beyond Zero Campaign has not been allocated any money from the Government to carry out the campaign. She has done a commendable job which has enabled all counties to get some help in order to reduce the number of children dying, and we must support her. I am also happy that the Government and the Jubilee Administration is restructuring the National Hospital Insurance Fund (NHIF) so that it takes care ... view
  • 18 Mar 2015 in Senate: Thank you, Mr. Speaker, Sir. I appreciate the Report from the Cabinet Secretary in charge of Education, Science and Technology. My name has been adversely mentioned in the Report. However, I still believe that I have information. The Committee did not interview me. My Governor has not also been interviewed. We still believe that we have information if a solution to this matter is to be found. There are very many issues to be discussed. As we are talking now, we have over 100 police officers in the University of Eldoret. view
