  • 18 Mar 2015 in Senate: Thank you, Mr. Speaker, Sir. I am in agreement with the Chairman of the Committee on Education that in a week’s time, the report will be ready. Before that, the recommendation of the team from the Commission for Higher Education that went to Eldoret to investigate this matter recommended two avenues; the first is to take the lead to seek a political solution that involves all the stakeholders – leaders and university staff – to bring them together and agree on the way forward. Second is to engage the National Cohesion and Integration Commission. Part (c) says that the University ... view
  • 18 Mar 2015 in Senate: Thank you, Mr. Temporary, Speaker, Sir, for giving me this opportunity. I thank Sen. (Dr.) Zani for thinking at a time like this where we have a lot of issues in terms of the resources in our counties and how they should be shared. On behalf of my Committee, the Standing Committee on Lands and Natural Resources, I also wish to register my appreciation to Sen. (Dr.) Zani for the wonderful job she has done. We are the Committee that has been handling this issue since it started. Clause 69(a) of the Constitution talks about ensuring sustainable exploitation, utilization, management ... view
  • 17 Mar 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir, for this opportunity to contribute to this Motion. From the outset, if you are to consider what is currently happening in Mandera County, it is actually a high time the leadership of this country, including the Senate, agreed on how we are going to have security in this county. On issues of education, as we talk today, there are no teachers in Mandera schools. Teachers fear for their lives and a number of them have not returned to school as we talk today. There are no children in school and there are also no ... view
  • 17 Mar 2015 in Senate: – is and from our understanding, one of the entry points is Mandera County. The Senate Minority Leader pointed out an issue which I also want to point out about the role of our Kenya Defence Forces (KDF). Why are they not taking care of our borders? It is better if we fight these enemies at the border rather than wait for them to come to Nairobi to finish our people in malls and big buildings. Mr. Temporary Speaker, Sir, when we enacted the new Constitution, the people of this country were so happy and one of the reasons why ... view
  • 4 Mar 2015 in Senate: Mr. Speaker, Sir, on the outset, let me inform Sen. (Dr.) Khalwale that Mr. Joseph Boinett is a resident of Uasin Gishu County and not Elgeyo-Marakwet County. I have known Mr. Boinett for a number of years. We have met a number of times in the county and we have interacted. Our security agencies should be led by persons of great intelligence and experience. Mr. Joseph Boinett and Maj. (Rtd.) Nkaissery are two great minds of phenomenal experience. I want to thank the President for nominating Mr. Boinett. Our job now as Parliament is to approve the name of Mr. ... view
  • 4 Dec 2014 in Senate: Thank you, Mr. Speaker, Sir. Regarding the answer to the question as to when the NCPB silos will be opened and the prices that farmers will sale their maize, as I said last time, this issue was urgent because of the rains in these areas. I feel that the Chairman of the Committee should still seek further answers. Regarding the second question on how much a bag of maize would cost, even if we had these depots that are storing maize temporarily, they are not enough. As we talk today, almost half of the maize has been destroyed by rains. ... view
  • 27 Nov 2014 in Senate: Mr. Speaker, Sir, two weeks ago I sought a Statement from the Chairperson of the Committee on Agriculture, Livestock and Fisheries, regarding the opening of the National Cereals and Produce Board (NCPB) silos across the country. It is due today, but I have not seen it in the Order Paper. It was an urgent issue and we all agreed that it did not only affect my county, but the rest of the counties in the country. view
  • 12 Nov 2014 in Senate: Mr. Speaker, Sir, I rise to seek a Statement from the Chairman of the Committee on Agriculture, Livestock and Fisheries regarding the closing down of the National Cereals and Produce Board (NCPB) silos in Uasin Gishu County. In the statement, the Chairman should:- (1) Explain when the NCPB silos will be opened to allow farmers to deliver and sell their maize produce to the Board. (2) State the price at which the Board will purchase the maize from the farmers. view
  • 12 Nov 2014 in Senate: On a point of order, Mr. Speaker, Sir. view
  • 12 Nov 2014 in Senate: Mr. Speaker, Sir, I want to make a request to the Chairman of the Committee on Agriculture, Livestock and Fisheries that as we talk today, most farmers in the country, not just Uasin Gishu County, have harvested their maize. The challenge we have is that they do not have a place to store their produce as they await the National Cereals and Produce Board (NCPB) to open their doors. It is so urgent that if we do not do it in a week’s time, our farmers may lose their produce because as we talk now, their produce is outside. I ... view
