  • 7 Aug 2014 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to make my contribution to this Bill and also to thank the Senator for Kakamega, Sen. (Dr.) Khalwale, for bringing this Bill. First, the principle of accountability does not apply to only one section of people. It cuts across every leader, whether you are a Governor, Senator, MCA, Member of Parliament or CEC. All of them remain accountable with regard to public money. Secondly, this should be very clear to governors that we are not in the process of witch hunting. A number of times, we have heard governors saying ... view
  • 7 Aug 2014 in Senate: Mr. Deputy Speaker, Sir, I want to support this Motion. I also want to urge the national Government together with the county governments to assist in the construction of stadia. You realize that in the Jubilee Manifesto, they are supposed to construct one stadium in each county. It is unfortunate that in Uasin Gishu County, a city of champions, we do not have a single stadium. I want to urge the two levels of government to partner and at least ensure that we have one stadium in each county. I want to congratulate Lorna Kiplagat from Elgeyo-Marakwet County for coming ... view

  • 10 Jun 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to also make my remarks in support of this Bill. On the outset, let us try to think why today there are so many people abusing alcohol unlike 20 to 30 years ago. It is unfortunate because as I talk today – that is why we have the control – alcoholic drinks are no longer consumed on particular occasions. Today, young people specifically of my age take drinking alcohol as a profession; they are drinking in the morning, at lunch time, in the evening and very early in the ... view
  • 10 Jun 2014 in Senate: Mr. Temporary Speaker, Sir, what I mean is being a man, and I am sure you know your core function when you marry a lady; you should know your job. Unless there is social change in the lives of the people, we may not actually realize all these things even using the law. Even if we put all these control measures in place, we may not know exactly what is happening in other parts of the country which are inaccessible. The church must also play a key role here in ensuring that they teach the people the right behaviour regarding ... view
  • 3 Jun 2014 in Senate: Mr. Deputy Speaker, Sir, I know that time is not on our side, but let me also take this opportunity to thank my colleagues and Members of the Committee for the good job that they did. Mr. Deputy Speaker, Sir, it is very clear that Kenyans want to reap the fruits of the new Constitution. One of the fruits is devolution. All the challenges that we are facing today are actually associated with devolution. Kenyans want to see the fruits of devolution and the current situation both in Embu County and Kericho County is a concern. All of us want ... view
  • 13 May 2014 in Senate: Mr. Speaker, Sir, on behalf of the people of Uasin Ngishu County, I vote yes on count “a,” yes on count “b” and yes on count “c.” view
  • 17 Apr 2014 in Senate: Mr. Temporary Speaker, Sir, I think I will be the “last born”. view
  • 17 Apr 2014 in Senate: Thank you. Mr. Temporary Speaker, Sir, I also want to take this opportunity to thank the Senate Majority Leader for bringing this Motion of Adjournment. I also want to thank the leadership of both Majority and Minority for giving us direction as young leaders. Mr. Temporary Speaker, Sir, the commitment that we have seen so far, indeed, describes that this House is a House of men and women who are determined to change this country for good. We have been learning since we came here as young leaders. We appreciate the fact that although we are not yet there, but ... view
