The Commission for University Education is the body that oversees universities and I think it will be the best to pick these people. This is because if you say the PS for Higher Education, tomorrow that department may be collapsed to basic education. I think it should be the Commission for University Education. It puts to rest the various contestations that have been evidenced between the national and county governments. I visited Tana River County sometime last month and I saw the county government there has done the first 15 kilometres within the Central Business District (CBD) of Hola, clearly demarcating the CBD there. Many county governments have failed to do that job of tarmacking roads for Kenyans.   • 18 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker, the issue of the cost of building roads is critical. Roads are very expensive since one kilometre of road costs Kshs40 million. There is a better way of building roads and I am sure we can build one kilometre of road using about Kshs15 million. So, we need to cut down on the cost so that we can extend this great service to Kenyans. view

  • 21 Jul 2016 in National Assembly: If you look at the proposals, you will find that they are diametrically opposed to the provisions of Chapter XV of the Constitution in relation to constitutional commissions. In fact, if you look at what is being proposed by the Departmental Committee on Justice and Legal Affairs, you will find that it is simply to weaken a constitutional body. By pretending that this Bill will reduce the burden on the taxpayer in terms of paying commissioners less because they will be part time, you are basically saying that you would do the same to other constitutional commissions.   • 21 Jul 2016 in National Assembly: Institutions are made of persons who are selected through a competent process. As you may agree with me, the product is as good as the process. We have been there before where political parties have nominated individuals to sit in the electoral commissions. If you remember the 2007 elections, that was the point. If you remember again the 2013 elections, that is what happened. So, these proposals are as a result of back pedaling. We are going back to the old order instead of moving forward with the new Constitution. view
