Hon. Speaker, Sir, I was talking about reducing the fees from 500 per cent to 25 per cent. As has been said before, this surcharge is aimed at helping members who otherwise would not be able to access any form of insurance to be able to access services in public hospitals. Thank you, hon. Temporary Deputy Speaker, Sir. I rise to oppose this Motion because you cannot justify it because of the high percentage of corruption. There is no way we can guarantee that even if it is 25 per cent somebody will not still demand a bribe. We are talking about the most vulnerable members of the society requiring some healthcare facility. Hon. Deputy Speaker, this is my maiden speech and I need to continue and credit must be given where it is due. I must commend the Jubilee Government Statement which was presented here in the House, but I also need to point out that it was poorly edited. Please, the Presidential Speech writers need to be more careful. It seems that that Speech was assembled in a hurry. They need to be more careful.

The National Youth Council was established six months ago and it has yet to be funded, yet much of the Speech was about the young people. Hon. Speaker, Sir, that was my maiden speech. I would want to contribute on this Motion. There are two systems of health care in Kenya. One is for the poor and the other one is for the rich. It is unfortunate that the poor pay more than the rich people simply because the middle class of this country have medical insurance. This country has undergone a lot of debate on this issue since the NARC came into power in 2002.
