  • 14 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairman, I rise to oppose this amendment because the substance of the provision is very dangerous. In fact, it is going to subjugate Members to staff of Parliament, especially when you say that these orders--- The electronic version of the Official Hansard Report is for information purposesonly. • 14 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. When you give powers of a police officer to an officer within the precincts of Parliament under the orders of the Speaker, it is very dangerous because we already have Serjeant-at-Arms and the police within the precincts of Parliament. Therefore, having this unilateral definition is only going to cause chaos and may actually subject Members to harassment. I oppose the amendment. view
  • 29 Sep 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I take that as a compliment. I just want to seek clarification because if you look at the enumeration of the five members, it is very good when we speak about “in an open and fair manner” but I do not see any listing of some form of umbrella association that is agreeable. As it is, it will be very difficult to have an election of a fisherperson from the marine or from the fresh water or trade persons without any guidance. I do not know how that is going to be executed. Thank ... view

  • 20 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this mediated version of the Report. It has become very common of late for consultations to happen between the National Assembly and the Senate on various issues. • 20 Aug 2015 in National Assembly: extent the Fourth Schedule of the Constitution requires that issues to do with agriculture be devolved. Therefore, there is no way the National Assembly, as much as we have the powers to oversee the national functions of the State, can do this without consulting the Senate. That kind of consultation is very important because it sets precedent in terms of parliamentary practice, so that we can have a situation where there is concurrence. However, even if the subject matter in this case is agriculture, my concern would be that more often than not--- Sometimes if you look at the end ... view
  • 20 Aug 2015 in National Assembly: diseases especially cancer. We need to ask ourselves whether when we serve an animal some food that is not good then it will eventually come to human beings. The other key aspect of this Bill is the issue of fertilizers. If you look at many of our farms, you will find that they are small-holder and they have been farmed for a very long time to the extent that the yields have really reduced. If you look at the period that is required for yields to mature, you will find that it is taking longer and longer and the farms ... view
  • 19 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. We have to build the society. I rise to oppose this amendment by my good friend, Hon. Irungu Kangata. If you look at the current situation of HELB, it is not able to give all the applicants money as they request. It, therefore, means that if you go by this amendment, the only people who are going to benefit from that limited resource are regular Government-sponsored undergraduate students. In my opinion, I do not think that just because you got a grade “B+” and above qualifies you to be poor and, therefore entitled to ... view
  • 18 Aug 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support this Finance Bill. Going through the Bill, there are some few issues that one is able to recognise. The first issue is concerning the 3 per cent that is provided in Clause 6 (a). While there have been reservations with regard to the capital to invest in real estate, Kenya Revenue Authority (KRA) has been having a serious challenge when it comes to collection of tax. The two options that are given here, and particularly the per cent option, in my opinion, are very good. Many people will want to register ... view
